Santa Margarita, CA -- Andrew Downs, who is accused of killing sisters Kathy Yeager and Beverly Reilly at Santa Margarita Ranch on Christmas Day in 2010, has acknowledged the shootings through a change in his plea to not guilty by reason of insanity, and now a judge will decide if he should be committed to a mental institution or sent to prison.
