San Luis Obispo, CA -- San Luis Obispo Police say this Halloween wasn't as busy as in years past. In anticipation of large crowds in downtown San Luis Obispo and near Cal Poly, the police department upped its patrols for the weekend. But, the number of arrests made and citations issued was down this year compared to last. There were 12 arrests from Friday to Monday, compared to 15 arrests last year. The arrests were for DUI and public intoxication offenses. There were 61 citations written out, compared to 79 last year.
