San Luis Obispo, CA -- This weekend, California's prison system will start shedding inmates and it will be the counties picking up the burden. The state is under federal orders to reduce the prison population by about 33,000 inmates because of overcrowding. Governor Jerry Brown's plan is to gradually shift the responsibility of future low level inmates to the county. Under the new plan, tens of thousands of non sexual and non violent offenders will serve their time in local jails instead of state prisons; others will be put on county probation instead of being incarcerated. San Luis Obispo County Sheriff Ian Parkinson says despite the fact that his jail is full, he thinks realignment could be a good move to deal with and rehabilitate inmates in the state.
