San Luis Obispo -- San Luis Obispo City Council has narrowly passed a two block upgrade for downtown on Higuera Street from Garden to Morro. The council approved spending the $786,000 needed to improve the area with Mission-style sidewalks, trees, trash cans. The vote was 3-2.
